Turning off "Show comments" or choosing "No Markup" in Word only changes what you see on screen. The comments are still in the file and anyone who opens it can show them again.
Yes. Deleting comments removes the whole thread, and the new copy is checked for leftover comment markers in every part of the document, including headers and footers.
Emails, phone numbers and your own terms are also found and replaced inside comment text, even if you keep the comments.
The reviewer list is a separate item. It lists everyone who commented or tracked changes and can be removed on its own.
